The Delhi government will have to carry out fresh drafting exercise for its Property Titling Bill, as the Central government has asked all state governments to model their respective legislative proposals on the Model Land Titling Bill, 2010.
The city government, after completing all exercise by seeking public feedback, had drafted its Delhi Urban Property Bill, 2010, which was to be sent to the Union government for approval. “Now, we have to wait to ensure that the Centre’s Model Land Titling Bill, 2010 is incorporated in our legislative proposal. The consultant has been forwarded copies of the two bills,” said a senior official, who added that this exercise will delay the introduction of a digitised and transparent mechanism for registration of properties in the capital. The city government had prepared the bill after detailed discussions with experts and other stakeholders over the last three years.
Once the new system comes into force, the city government hopes that fraudulent transactions will be taken care of through an online database of all genuine properties, which will be put in place to ensure transparency. The bill is likely to be introduced in the Delhi Assembly in the winter session.
Under the new system, the government plans to issue unique identification number and title to genuine owners of the properties. The Model Land Titling Bill, drafted by the Central government, also seeks to transform the cumbersome and time-consuming property registration system into a modern and progressive mechanism.
