The heads of the state police forces, who will meet at the annual DGPs’ conference here on Thursday, appear to be at their wits’ end on how to deal with 'home-grown terror' networks.
The Indian Mujahideen has not merely regrouped, but appears to have developed new modules and modus operandi, confusing the intelligence agencies about their new strategies. Sources said the IB has got reports that IM was launching a fresh recruitment drive in UP, Bihar, Maharashtra, Andhra Pradesh and Karnataka.
The IM network has turned into a major threat as it is being used by cross-border terror outfits like Lashkar-e-Tayyaba and others to plan strikes across India.
The three-day DGPs’ meet will also examine IM’s role in the Pune serial blasts and other unsolved terror cases in recent years.
The conference, to be inaugurated by home minister Sushilkumar Shinde, will get a detailed
Delhi police presentation on the IM’s formidable network. Prime Minister Manmohan Singh will hold a separate meeting with the police chiefs on Saturday.
The police brass will brainstorm on devising ways to counter the emergence of Indian modules, comprising radicalised local youth like former Simi cadres, which have acquired the capability of making sophisticated bombs.
