In a major climbdown and a clear bid to keep powerful regional satraps like Bihar CM Nitish Kumar and Orissa CM Naveen Patnaik on its side, the Centre has removed all controversial provisions of NCTC.
The revised proposal, to be unveiled by Union home minister Sushilkumar Shinde at the chief ministers’ conference on internal security here Wednesday, makes the NCTC an independent body directly working under the MHA.
The NCTC will no longer have independent powers of “arrest and seizure” and all its operations will be carried out through or with state police forces.

Dhoni stake was conflict of interest?
Age Correspondent
New Delhi, June 3
Indian captain M.S. Dhoni’s name now comes up with regard to a serious issue of conflict of interest since he has owned shares in a player management company, Rhiti Sports, of which he is a client. The company also manages star players like Suresh Raina, Ravindra Jadeja and Pragyan Ojha, who have been actively promoted by Dhoni in the Indian team.
On the Rhiti Sports issue, Dhoni’s childho-od friend Arun Pandey declares that such shar-eholding by Dhoni was only done in a business context — to collect outstandings — but does that cut ice when so much cover-up activity is going on in the game? It’s also known that Dhoni has an equity interest, direct or indirect, in at least three firms of which Rhiti Sports is also a part.
