Former Assam chief minister Prafulla Kumar Mahanta accused the government of India of maintaining double standards on the issue of implementation of the Assam Accord while warning Prime Minister Dr Manmohan Singh that any further delay in implementation of the main clauses of the Accord would give strength to the divisive forces.
In a memorandum to the Prime Minister, Mr Mahanta said that home ministry is the nodal ministry for the implementation of the Accord and the Prime Minister should ideally intervene to ensure that the promises made by New Delhi 25 years ago are fulfilled.
Referring to Prime Minister’s statement considering autonomy to Jammu and Kashmir to provide constitutional safeguards to the people of the state, Mr Mahanta said that it has exposed double standards of government of India as even after 25 years of signing of the Assam Accord, constitutional safeguards are not given to the people of Assam according to the provisions of Clause 6 of the Accord.
Mr Prafulla Mahanta, one of the signatories of the Accord, said that the main clauses of the Accord are yet to be implemented and New Delhi failed to come into an agreement with Bangladesh so that the neighbouring country accepts those immigrants sought to be deported from India.
The tribunals set up under the provisions of the Foreigners’ Act failed to deliver the results, while, the illegal migrants (determination by tribunals) was a major hurdle in the way of detection of foreigners before it was struck down by the Supreme Court.
