In what appears like an attempt to keep a strict eye on police encounters which at times turn out to be “fake” or result in the killing of innocent persons, the National Human Rights Commission (NHRC) has directed all state governments to report such incidents where there have been death within 48 hours of the incident.
The revised guidelines issued by the NHRC are vastly different from the previous ones that allowed states to report such encounters only once in six months. Further, the National Human Rights Commission has also made it mandatory for the states to send to it a second report about all such deaths “within three months” from the date of the encounter. The second report, as per the revised guidelines, will have to have the post-mortem report, inquest report and findings of the inquiry conducted by a magistrate or senior officials. Also, the reports will have to be sent by the senior superintendent of police or superintendent of police of the districts concerned. Importantly, the guidelines also state that cases of culpable homicide lodged against policemen can now be investigated by any specialised investigation agency.

Fake cop held, says got idea from Dabangg

Oct. 24: In the blockbuster Dabangg, the main protagonist, Chulbul Pandey, (played by Salman Khan) may have got away with murder but his namesake in Allahabad was not so lucky.
Piyush Singh, a resident of Ghazipur district, was so impressed by Chulbul Pandey’s character that he took on the screen hero’s identity and even bought a police uniform to become inspector Chulbul Pandey.
He then went about extorting money from roadside vendors and played the role to the hilt.
His game was called off when one of the vendors sensed that the “inspector” was a fraud and informed the Colonelganj police station.
The fake inspector was arrested on Saturday evening and a diary, two mobile phones and three SIM cards have been recovered from his possession.
Piyush Singh told reporters that the idea to don the cop’s uniform occurred to him when he saw the film Dabangg. “I have been trying to get a job but could not succeed. Hence I decided to become Chulbul Pandey,” he confessed.
