The home ministry has not taken any decision on bringing United Liberation Front of Asom (Ulfa) general secretary Anup Chetia from Dhaka but was looking into a proposal of pro-talk faction of Ulfa seriously wherein they have agreed to give up the demand of sovereignty.
Disclosing that pro-talks faction of the Ulfa, led by its chairman Arbinda Rajkhowa, has proposed to the home ministry that they are ready to give up the demand of sovereignty in their peace proposal, an authoritative security source told this newspaper that pro-talks faction of United Liberation Front of Asom has asked the home ministry to allow them to refer the “peace talks without any pre-condition” in the peace proposal being prepared to submit to the home ministry for starting the peace talks.
Pointing out that the proposal could be defined as a face-saving move, he said that the phrase “peace-talks without any pre-condition” will be open for interpretation by the parties, the government as well as the pro-talk faction of Ulfa.
Clarifying that the home ministry has not taken any decision on asking Dhaka for deportation of Ulfa general Anup Chetia, security sources however said that there was no hurdle in brining the Ulfa general secretary to India but it will be decided only after careful assessment of the ground situation.
Asserting that the issue of deporting the Ulfa general secretary was not on the agenda of the home secretary level meeting in Dhaka recently, security sources said that hurdles on way of his deportation was cleared in 2010 itself when Dhaka turned down his application for political asylum in Bangladesh.
Admitting that Chetia could be deported by Dhaka whenever New Delhi desires, security sources however said if his presence will be required to expedite the peace process, the home ministry may ask for his deportation from Bangladesh where he is confined to a safe house.
