According to sources, the chargesheet will be filed by the agency in connection with the investigation relating to the three FIRs registered against Rathore and others. In one of the FIRs, Rathore along with other police officials, has been accused of abetment to suicide. In the other two, Rathore has been accused of tampering with documents related to Ruchika’s post-mortem and wrongful confinement of Ruchika’s brother allegedly on cooked up charges.
Girhotra was molested in 1990 by the then inspector-general of police, Haryana, Shambhu Pratap Singh Rathore. After she made a complaint, the victim, her family, and her friends were allegedly harassed by the police leading to her eventual suicide. On December 22, 2009, after 19 years, and more than 40 adjournments, the court finally pronounced Rathore guilty under Section 354 of the Indian Penal Code, sentencing him to six months imprisonment and slapping a fine of Rs 1,000. However, following an public outcry over the light sentence given to Rathore, government asked the CBI to re-investigate whether Rathore drove Ruchika to suicide after she filed molestation charges.
Sources further revealed that the agency has also recorded the statement of Gajender Singh, alleged kingpin of the inter-state vehicle lifting gang whose statement had led to Ruchika’s brother Ashu falling in the police net in 1993.
