In a bid to cut regional party bosses to size and also to give room for young leaders in states to take centrestage in states, the top Congress leadership is considering a proposal to cap the tenure of its chief ministers to only two terms.
Party sources said a concept paper on this was now being circulated. The move, coming in the middle of Assembly elections in several states, might impact Assam chief minister Tarun Gogoi, as he has already completed two full terms.
The party will also have to decide on Delhi chief minister Shiela Dikshit, who has already completed two full tenures and is now in the third year of her third term — making her one of the longest-serving Congress chief ministers in its recent history.
