The Comptroller and Auditor General (CAG) criticised the Delhi Development Authority (DDA) for not completing the Delhi Master Plan 2021 project.
The CAG’s report was tabled in the Parliament on Tuesday.
The CAG said the DDA did not prepare short or long-term plan to achieve the ultimate phased objectives of the implementation of Delhi Master Plan-2021, which resulted in heavy losses to the exchequer.
During the period 2005-06 to 2009-10, DDA acquired 6,046.06 acres of land at the cost of `2,060.43 crores. During this period, an expenditure of `2612.18 crores was incurred on 20 development schemes.
“Performance audit of acquisition of land and six schemes of development involving expenditure of `479.86 crores during the period of five years revealed non-achievement of objectives of the Master Plan,” the CAG said in its report.
“Land measuring 850.10 acres was acquired by the land and development office for construction of a 100-metre road under the Delhi Master Plan-2021. However, only 52.58 acres of land was acquired by the DDA and the balance land, measuring 797.52 acres, was to be acquired by January 2011. The DDA had paid compensation of `84.98 crores, which will remain blocked till the complete stretch of land is physically acquired,” it said.
The CAG also said that the DDA has failed to recover damage charges from landowners, which caused heavy loss further.
“Lackadaisical approach of the DDA resulted non recovery if `8.86 crores as damage charges from land owners and `25.69 crores on account of excess payment of compensation to the land owners,” it said.
The CAG also noted that idle expenditure `25.14 crores was caused due to non-functioning of the command tank of the DDA.
