DDA’s slum rehab plan hits a wall

The in situ slum rehabilitation plan of the DDA has hit a roadblock with private developers saying that they be awarded four to five clusters in one batch in order to make them financially feasible. The DDA has identified 21 slum clusters for in-situ rehabilitation. According to sources in DDA, the private developers had planned to use the pre-fabricated (pre-fab) structure technology for developing pucca settlements for the slum dwellers at the same place where they exist now.

At present, the pre-fab structures are available in Gujarat and private developers say it would not be possible to transport these structures all the way to Delhi. The only way out was to set up pre-fab plant here. But to make it financially feasible, it was imperative that the plant is used for bulk production, which could be possible only if they were given contracts for four to five clusters, sources said. They further added that one of the private developers, who had taken up in situ re-development of Kathputli Colony, has backed out due to financial non-viability of the project.
However, DDA officials maintained that the project is going on.
“The process of identifying alternative land for re-locating the slum dwellers and developing their present colonies is going on. Work on four slum clusters had been taken up initially,” said a source, adding that efforts were being made to sort out of the financial part.
Some of these slum clusters will have housing for slum dwellers, as well as commercial entities. In some other cases, the private developers may be given separate land for developing commercial properties in lieu of cost effective housing.
