Nov. 9: The human resources development ministry will not be able to table the much-awaited bill for setting up the National Commission for Higher Education and Research in the upcoming Winter session of Parliament.
However, the government plans to introduce major reforms bills, including bill to check educational malpractices and a bill to set up educational tribunals in the country in the coming session. This was revealed by the HRD minister Kapil Sibal on Monday at a discussion on higher education reforms. "I want to introduce whole lot of bills in this session. However, the bill for setting up of the overarching body may happen in the Budget session," Mr Sibal said.
The HRD ministry has already prepared the draft bill for the NCHER. The proposed NCHER would subsume the present regulatory bodies like UGC and AICTE. "The proposed NCHER will bring complete revamp in higher education," Mr Sibal said.
The minister stated that the government also aims at bringing a bill to allow the entry and operation of foreign educational institutions in the country.
Nov. 9: Prime Minister Manmohan Singh has consented to be the chief guest at the National Education Day function on November 11.
Unesco director general Koichiro Matsuura will be the guest of honour. Matsuura will be conferred with honorary D Litt on the occasion.
