The prime minister's planned return to nuclear power was scrapped indefinitely.
And in another direct blow to Berlusconi, voters also abolished a law intended to protect the prime minister from criminal prosecution.
Finally, they turned their back on government proposals over the privatisation of the nation's water supplies.
